Vision

The first Parks and Recreation Committee (PARC) meeting was held in April 2022. This committee aims to develop parks and recreational grounds owned by the Parish Council in line with the needs of the parishioners of Frampton Cotterell. This will be done in an environmentally friendly and sustainable way, creating community benefits for the foreseeable future.

We have an ambitious plan comprised of three work packages: Pavilion Development; Courts Development; and Drainage Scheme and Paths. A rough order of magnitude cost estimate to deliver this vision is of the order of £4m. The PARC will also develop a strategy for improving our play areas within the parish.

Objective

To deliver facilities which meet the needs of Frampton Cotterell today and ensure sustainability for the future. Working Groups will be set up as required to deliver work packages and projects. Please see current Working Groups, below.

A robust business case will be prepared for each element of the work to establish its necessity. This will include analyses of cost/benefit and long-term sustainability of any facility resulting from the expenditure. These analyses will be used to help secure funding for the work.

Funding

The Parish Council will make a comprehensive effort to investigate all funding options and opportunities.

Consultation

The Parish Council will identify and consult with all stakeholders of each work package to establish the needs and benefits of each.

We aim to use the following platforms:

  • The Frampton Cotterell Parish Council website
  • Social Media
  • Parish Council Noticeboards
  • Direct contact with stakeholders, including local organisations and parishioners.

Working Groups

This committee has three working groups, the Pavilion Working Group, the Courts Development Working Group, and the Play Area Development/Strategy Working Group,  which discuss ideas and projects before presenting to the Council for approval.  Members of the community with an interest or skill that are interested in getting involved should contact the Projects Officer.  We will achieve more if key partners work together, rather than in isolation. We aim for a fair balance between each area of the village and different groups in the local population for inclusivity and sociability. New facilities must be consistent with the design principles set out by the Council.

Pavilion Working Group

The Pavilion Working Group

Vision

This working group was established in May 2021. This working group’s aim is the development of the pavilion building to meet the requirements of all stakeholders.

Objectives

To change the covenants of the land on which the Pavilion is sited so we can develop it with the following facilities:

  • Male & female changing rooms and showers
  • A licensed bar and/or a community café and/or catering facilities
  • Meeting rooms/function rooms/conference rooms for council use and public hire
  • Storage facilities for all stakeholders

When changes to the land conveyance are complete, we will produce a robust business case for developing the pavilion facility in the most environmentally friendly way within the constraints of budget and time, accounting for long term sustainability in terms of running costs, maintenance, and refurbishment.

Funding

Funding will be sought from all available sources. As well as local government and well known national organisations such as Sports England, a comprehensive effort will be made to investigate all funding options and opportunities.

Consultation

Stakeholders have been identified and engaged. A Pavilion requirements document produced that defines the top level requirements for a developed pavilion.

Courts Development Working Group

The Courts Development Working Group

Vision

This working group was established in September 2022. The vision of this working group is to develop the tennis courts, a multi-activity games court, and a wheels track, as well as infrastructure such as lighting and paved access, to meet the requirements of its stakeholders.

Objectives

To engage with all relevant stakeholders of courts and establish the need and demand for court facilities.

To produce a robust business case for providing court facilities in the most environmentally friendly way within the constraints of budget and time, ensuring long term sustainability in terms of running costs, maintenance and refurbishment. This case will be presented to the Parish Council for consideration.

Funding

Funding has been secured from South Gloucestershire Council. This funding will go towards the objectives of this working group. Further talks have taken place with the Lawn Tennis Association to secure funding for development of the tennis courts.

Consultation

Work is underway to identify stakeholders of the work in scope of this Working Group. A first draft stakeholder list has been established.

A consultation plan is being developed, based on best practice guidelines, to gather information from stakeholders such as wishes, needs, requirements, levels of usage etc. This information will support business cases.

Play area development working group

The Play Area Development/Strategy Working Group

Vision

This working group was established in September 2022 and is chaired by councillor David Williams. The vision of this working group is to develop play areas owned by the Parish Council to meet the requirements of its stakeholders.

Objective

To identify stakeholders for each of the council’s play areas and establish the need, demand, and type of play facilities in each location.

The Parish Council will issue a strategy to ensure that each play area is developed to meet the needs of its users. This should include how and when the facilities should be maintained or replaced, along with long term refurbishment requirements by prioritisation.

Funding

The council has a small budget set aside for play area development but will strive to make up any shortfalls by applying for further funding from outside organisations.

Consultation

Work is underway to identify stakeholders of the work in scope of this WG, with a first draft stakeholder list established.
